Outre les productions, dont nous avons donné l'énumeration à l'article Piauhy, dans le Gouvernement du Maranhaõ, on doit y ajouter le couperose, et l'alun 2. De même à l'article Rio de Janeiro, on doit ajouter la production d'un arbuste appellé Guaxima, très propre à faire des cordages, et des toiles grossières[:] cette decouverte est nouvelle, et les premiers essais promettent des avantages considerables, d'autant plus, que cet arbuste est très commun, et se multiplie aiséments Je ne saurois donner ici la description de la plante, mais il y en a trois differentes dans la même espece, la blanche, la jaune, et la violette. La première est la meilleur Outre cette production, on compte encore 4. ou 5. differentes especes de gommes: trois de celles-ci presque semblables à la gomme La Réa, à la gomme arabique, et à l'almecega des Indes Orientales; outre la resine Gu[rn]eury, très propre á faire du vernis. Dans les terres du même Gouvernement on trouve encore [l]a [f. 22] beaume de Cupauba, de la sarsepareille de Honduras, du Vitriol, et plus de 14 especes differentes de Bois propre pour teinture; et quoique nous avons dit que la culture du sucre y étoit mediocre, on doit rectifier cet erreur; cette plantation a fait des grands progrès depuis 10. ans, dans les Campagnes de Goitacazes, et la calité du sucre y est très bonne. 3. Dans l'Ile de S.te Catherine on commence à cultiver aussi la Cochinille. En général l'exportation du Pará a beaucoup diminué depuis l'Etablissement de la Compagnie. Le commerce de ce Gouvernement occupait avant cette époque 14. Vaisseaux nationnaux par an, pendant qu'il est reduit aujour[d]'hui à deux tiers de ce nombre La Compagnie n'[y]<a href="#_ftn6" name="_ftnref6" style="color:blue; text-decoration:underline" title="">[6]</a> a pas fait aucun etablissement util[e] Le coton ne forme encore au Para un objet d'exportation mais on y fait un commerce interieur en toiles grossieres pour la valeur de 40. mil cruzados 2. Les Colons du Para ont la liberté de faire le commerce direct de ses productions par les Vaisseaux de la Compagnie, mais ils n'en font presque aucun comme on voit par le tableau 3. Le bois de construction, et de marqueterie pourroit devenir une branche très etendue dans ce Gouvernement, mais la Compagnie n'y a pas fait la moindre speculation, et tout particulier que l'entreprend paye de frêt sur les Vaiss[e]aux de cette Corporation presque 2lb de France par pied cubique 4. La Marine Portugaise a trouvé que la construction des Vaisseaux y etait trop couteuse; mais elle entretient au Para une coupe de bois pour ses Arsenaux et emploie à la transporter 4. gros Vaisseaux de la Couronne. La valeur du bois de construction pour les Arsenaux de la Couronne a été calculée à Reis - 22.070#000. 5. Des R.s165.000$000. en valeur de marchandises importées, on a trouvé en analysant<a href="#_ftn7" name="_ftnref7" style="color:blue; text-decoration:underline" title="">[7]</a> les articles, que Rs108.000$000. appartenaient en R.s57.000$000. à l'Etranger D'après les derniers avis qu'on vient de recevoir de Lisbonne, on sait que la production du ris au Para est actuellement à 19.670 arrobas; et celle du Maranhaõ a monté à 87.930.@. celle du coton dans cette dernière Colonie à 11.645@. <h2 align="center" style="text-align: center; margin-bottom: 13px;">Pêche de la Bal[e]ine au Brésil</h2> La pêche de la Baleine se fait pour la plupart aux environs de l'Ile de S.te Catherine, à hauteur de Santos et Bahia. Elle est accordée par privilége de la Couronne à une association de Negocians de Lisbonne, qui en sont les entrepreneurs, et le contrar est affermé. Cette branche de commerce est fort negligée, et elle menace d'être entièrement envahie par les Anglais, que depouis deux ans envoyent à la Pêche de la Baleine dans les mers du Bresil 15. à 18 vaisseaux par an. Les premiers entrepreneurs avaient fait un accord avec la Cour por 30.000 quintaux à raison de 30£.# par quintal; mais une experience constante ayant prouvé que la consommation ordinaire en Europe n'alloit guère au de là de 18.000. quintaux par an, on a reduit le contrat à 20.000. en augmentant le prix depuis 30. jusqu'à 40 £.# par quintal. Telle est la situation actuelle de cette branche de commerce, qui est entre les mains de Mess.rs Pury Mellish et Dervisme, Neg.s anglois à Lisbonne Tout le bois de Brèsil est deposé<a href="#_ftn9" name="_ftnref9" style="color:blue; text-decoration:underline" title="">[9]</a> à Lisbonne dans les magasins Royaux, et c'est delà que les entrepreneurs en font l'exportation et la vente. La plus grande partie du Tabac du Brésil se cultive aux environs de Bahia, et sur tout dans le district de la Cachoeira du ressort du même Gouvernement. Cette culture occupe quelques milles [f. 25v] familles dans une extention de terrein de près de 90. lieues mais elle etait si negligée par le peu d'extraction du Tabac, qu'à peine en produisoit elle en 1773. 8000. rouleaux par an, tant pour la consommation interne du Royaume que pour le commerce étranger, quoique les plantations ac- tuelles soyent en état de fournir depuis 18 jusqu'à 20.000 Rouleaux avec la plus grande facilité - 2. Cette decadence etait le produit des droits d'exportation mal entendus, qu'on avoit mis sur ce genre à la Douane de Lisbonne; chaque arroba, payant de sortie près de £.#6- et 6 sols<a href="#_ftn10" name="_ftnref10" style="color:blue; text-decoration:underline" title="">[10]</a> de France, outre un livre.# sur l'embarquement fait au Brésil, et la valeur du fret qui montoit à £.1 et 11 sols de la même monnoye; de sorte que toute l'exportation se trouve à la fin reduite à 3.800. rouleaux dans la proportion suivante – 1.500. pour le commerce de Génes. 1.000. pour celui d'Hambourg, et 1.300 pour celui d'Espagne. La consommation du Royaume ne va guere au de la de 4. a 4.500. Rouleaux par an. 3. Joseph Gomes Ribeiro, qui avoit été long tems Intendant à Cachoeira, a fait sentir au Ministre Portugais la vraie cause de cette décadence: il lui demontra que le nombre des acheteurs ayant diminu[é] considérablement le prix du Tabac avoit été reduit dans la première main à moins de £.#4. par arroba, et que les Colons ne trouvant aucun profit raisonable, venoient d'abandonner les plantations 4. Ces considerations ont à la fin decidé le Ministére Portugais à reformer une opération si ruineuse, et les Droits de sortie ont été abolis en 1774. Le resultat de cette franchise a été aussi prompt que salutaire, puisque en 1775. on a vû plus de mille familles reprendre la première culture, et que l'exportation du Tabac au Bresil approcha de 18.000. rouleaux en 1776. Le prix ayant augmen té pour le cultivateur à £.7. et 6 sols par arroba [f. 26] or comme la consomation du Royaume ne va qu'à 4.500. rouleaux, il resulte que l'exportation étrangère s'est maintenu depuis lors, entre 13. et 14.000. rouleaux par an 5. L'importation du Tabac dans le Royaume est libre à tout le monde, moyenant les petits Droits qu'on paye au Brésil; mais les acheteurs son obligés à le deposer dans les magasins de la Couronne, et de payer les Droits de magasinage à raison de 10. sols par rouleau. C'est de la que les Proprietaires le tirent pour l'exportation étrangère, sous un attestat authentique des Regisseurs de la Ferme Royale; mais le debit dans le Royaume, aussi bien que dans les Iles Terceres, et Madere est uniquement permis par un privilege exclusif aux Entrepreneurs du même Contrât. 6. La vente du Tabac à fumer pour la consommation de l'Espagne n'est pas libre à tout négociant mais la Cour de Madrid s'abonne avec quelque riche entrepreneur, qui s'engage à lui fournir tout le nenecessaire pour le debit du Royaume à raison de 9 sols p.r libre pesante 7. Tout le Tabac en poudre qu'on envoye à l'Afrique, et aux grandes Indes, est pour le compte de la Couronne. Les Reynes de Portugal en font le commerce, et l'exportations monte à 150. quintaux par an Le produit de celui qu'on vend à Goa est employé à des achats de Poivre pour le compte de la même Princesse. 8. On divise la feuille du Tabac en trois classes; la premiere este destinée au commerce de Genes; la seconde à celui du Portugal et d'Espagne, et la troisième pour Hambourg. Le prix courrant en Portugal por le Tabac à fumer est à raison de £.#5. Le Roy perçoit de tous les achâts qu'on fait dans ses Magasins, pour la consommation du Roy [f. 26v] aume, et des Iles, à raison de £.10.# et 6. sols par arroba, et cette imposition se préleve sur les Regisseurs de la Ferme, qui en ont le seul Droit exclusive. 9. D'après l'etat que nous venons de donner sur <s style="text-line-through:double">l'etab</s> le commerce du Tabac, il resulte que l'exportation du Bresul êtant portée aujourd'hui a 18.000 rouleaux, et chaque rouleau à 3½ quintaux, le produit annuel doit être de 63.000. quintaux, et que sa valeur dans la première main montera à £1.890.000.# à raison de £.30. par quintal 10. A l'egard des marchandises seches, qui comprennent tous les habillements et le produit des manufactures quelconques, on paye par arrobe (ou 32lb) à raison de £7.. 2# sols — Or il est evident que les articles de la première classe étant tous des productions du Royaume, d'un gran[d] poid, et de peu de valeur relative, sont extremement surchargés en proportion des marchandes seches, dont une grand partie vient de l'Estranger, et dont la valeur intrinsique peut être tres considerable dans le poid de 32 lb. pesanttes, si l'on excepte le fer, et par consquent les productions nationales sont très peu favorisées dans ce commerce important — Il faut consulter tous les tableaux particuliers [f. 35] des differentes productions du Bresil pour pouvoir trouver la veritable proportion de celui-ci par rapport aux premieres additions des revenus de la Couronne au reste le produit des mêmes articles et ceux du 10.e 11.e et 14.me passent presque tous à Lisbonne, et le reste est appliqué aux depenses publiques des differents Gouvernements 13.
