<p align="justify" class="western"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-weight:normal">La réalité écologique et sociale devient de plus en plus complexe compte tenu de problèmes multi-causaux interreliés qui forment, en tant que boucles de rétroaction positives s’alimentant et se renforçant, un « hyperobjet » (Morton, 2013) dont la complexité est telle qu’elle ne peut être pleinement saisie et appréhendée. Cette configuration écosystémique oblige ainsi les territoires à régénérer leur sens (Bonnecarrere, 2021) afin de lutter contre la tendance à l’uniformisation menaçant à terme l’évolution pérenne de ces systèmes hébergeant – et définis par – le vivant.</span></font></font></font></p>

<p align="justify" class="western"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-weight:normal">Les communautés doivent donc œuvrer au développement de représentations de leur espace de vie qui soient à la fois singulières (différenciées) et ancrées dans un « bassin culturel commun » facilitant la gestion efficace et efficiente des informations et l’hybridation des savoirs.</span></font></font></font></p>

<p align="justify" class="western"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-weight:normal">Dans un premier temps, nous présenterons le contexte problématique qui nous amène à explorer cette voie de recherche-action. Puis, nous présenterons des analyses concernant l’objet carte ainsi que la cartographie expérimentale afin de supporter notre réflexion concernant l’élaboration et la mise en œuvre de stratégies d’intelligence territoriale pour une évolution durable des territoires dans la complexité croissante. Puis, nous introduirons la méthodologie de recherche que nous avons développée pour supporter ce processus. Enfin, nous proposerons quelques éléments de discussion à l’égard de l’objet carte comme support pour la régénération culturelle des territoires.</span></font></font></font></p>

<h2 class="western"><font face="Arial, serif"><font style="font-size:11pt"><font size="2">PRÉSENTATION DU CONTEXTE DE COMPLEXITÉ CROISSANTE CONTRAIGNANT LES TERRITOIRES DANS LEUR ÉVOLUTION</font></font></font></h2>

<p align="justify" class="western"><span style="line-height:115%"><font color="#000000"><span style="text-decoration:none"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal"><span style="background:transparent">Nos territoires font face à un phénomène d’effondrement des biotopes et des cultures qui en sont issues. La colonisation de la majorité des espaces de vie de la planète met ainsi en péril la pérennité des territoires comme espaces habitables par le vivant tel que nous le connaissons. De plus, les capacités à imaginer, à raisonner et à agir en réseau de manière efficace et efficiente par des citoyens éclairés sont affaiblies par un phénomène d’incapacitation généralisée (Ars Industrialis, 2015) qui se traduit par une dépossession des savoirs (être, vivre, penser et faire) encapsulés dans des systèmes techniques automatisés et privateurs. Savoirs qui sont pourtant nécessaires pour l’émancipation individuelle et collective, et par extension pour la régénération du sens des territoires.</span></span></span></font></font></font></span></font></span></p>

Il faut donc se demander où l'on veut aller et travailler les enjeux, les desseins, les destinations, et pas seulement les moyens d’atteindre ces destinations. La carte nous semble l’objet cognitif idéal pour ce genre de travail de recherche-action participante (Verrier, 2017) visant à alimenter la dynamique régénérative des territoires.</span></span></span></font></font></font></span></font></span></p>

Au cours du processus, l’information passe par différentes étapes : diagnostic, synthèse problématisée, document prospectif, scénario, et schéma. Elle cherche aussi à montrer une certaine image du monde qui nous entoure, mais en toute conscience de ses propres intentions, de ses limites et de sa nature. <p align="justify" class="western"><span style="line-height:115%"><font color="#000000"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">La co-élaboration de cartes radicales facilite ainsi la conscientisation des individus engagés dans ce processus du fonctionnement de leur territoire mais aussi de leur position dans le champ social (concernant la place qu’ils y occupent, ainsi que les rôles qui leur sont assignés et qu’ils jouent en son sein). Toujours selon ces auteurs engagés dans le développement et la valorisation de cette branche disciplinaire (p.194-195), si les cartes du pouvoir établi sont celles des frontières, des limites, de l’accaparement et de la restriction des déplacements, la carte radicale va représenter non pas les formes du monde tel que voulu et imposé par les puissants, mais celles du monde vécu par les personnes qui subissent cette domination.</span></span></font></font></font></font></span></p>

<p align="justify" class="western"><span style="line-height:115%"><font color="#000000"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">Ces caractéristiques nous semblent ainsi parfaitement adaptées à un processus d’intelligence territoriale stratégique visant à faciliter l’émancipation de communautés locales engagées dans un processus de régénération (écologique et culturelle) de leur territoire. </span></span></font></font></font></font><font color="#000000"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">D</span></span></font></font></font></font><font color="#000000"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">ans l’approche que nous développons pour faciliter l’appréhension de la complexité croissante caractéristique de notre époque « post-normale » (Sardar, 2010), la carte constitue à la fois un support pour l’analyse de ce qui existe déjà au sein des territoires (des éléments constituant son biotope, des infrastructures et des forces agissant au sein du champ social à cet endroit), mais aussi pour l’imagination d’autres configurations écologiques et sociales. Elle mobilise ainsi la gestion d’informations, de connaissances, de savoirs mais aussi d’ignorances, et contribue à régénérer le sens des territoires entendu dans ses dimensions intelligibilité (conceptualisation pour l’analyse), sensibilité et directionnel (se projeter dans une direction désirable et soutenable pour ces lieux de vie).</span></span></font></font></font></font></span></p>

<p align="justify" class="western"><span style="line-height:115%"><font color="#000000"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">La carte constitue ainsi un objet de matérialisation de l’information, de transmission des savoirs et de communication d’influence pour la mobilisation politique en vue de l’exploration de futurs soutenables pour les territoires. La carte, comme toute représentation graphique, possède ainsi « une double fonction de mémoire artificielle et d’instrument de recherche » (Bertin, 1970).</span></span></font></font></font></font></span></p>

<p align="justify" class="western"><span style="line-height:115%"><font color="#000000"><span style="text-decoration:none"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">Nous pensons donc que la pérennisation des informations-clés concernant un territoire par des communautés locales (e.g., sa nature, son potentiel, son fonctionnement ou encore les forces qui le traversent, le façonnent et le déterminent au moins partiellement) peut s’opérer notamment via les réseaux d’intelligence territoriale. Ces réseaux incluent un maillage et des dispositifs sociotechniques d’information-communication (DISTIC selon Bertacchini, 2004). Ces dispositifs sont constitués d’acteurs, d’un langage et de signes permettant l’élaboration de discours, ainsi que de techniques dédiées à la gestion efficace et efficiente des informations, des connaissances, des savoirs et des ignorances. Ils prennent en compte les dimensions :</span></span></font></font></font></span></font></span></p>

En interagissant autour de la co-élaboration d’un outil graphique comme la carte, les acteurs d’un territoire peuvent donc échanger à la fois des informations-clés concernant leur espace de vie, et des savoirs liés à ce qu’ils ont vécu, compris et travaillé en leur sein. Ces interactions « socio-constructivistes critiques » facilitent ainsi la gestion efficace et efficiente des informations et des savoirs, catalysés et formalisés sous la forme d’un objet culturel et politique aisément compréhensible et partageable. Le médium carte nous semble, à ce titre, un outil idéal pour soutenir les processus d’intelligence territoriale, d’imaginierie stratégique et d’éducation populaire.</span></span></font></font></font></p>

Elle peut ainsi induire le « court-circuitage » de discours visant à légitimer le pouvoir de ces systèmes et dispositifs en « naturalisant » cette domination dans l’inconscient et l’imaginaire collectif.</span></span></font></font></font></span></font></span></p>

Ce processus propre à la cartographie s’avère par conséquent un outil de travail pour l’exploration, la réflexion, la formalisation et la conceptualisation.</span></span></font></font></font></font></span></p>

Cette méthode est encodée sous la forme d’une matrice prenant la forme d’un questionnaire qu vise à faciliter l’élaboration de cartes expérimentales par des communautés locales engagées dans une démarche résoactive pour leur émancipation par leur capacitation ; ceci afin d’augmenter les capacités des territoires à évoluer durablement dans la complexité croissante. Cet outil vise ainsi à enrichir les dispositifs sociotechniques mobilisables dans le but de protéger à la fois un héritage local (renfermant un potentiel latent) et une dynamique de progrès vers des futurs soutenables pour le vivant tel que nous le connaissons.</font></span></p>

Cette critique renvoie selon Guiraud (2019) à un positionnement plus général de remise en cause de la science positiviste et de son régime de connaissances. Ainsi, Quiros et Imhoff (2014, p.6) soulignent que « La cartographie en tant que discipline a été profondément imbriquée dans la production performative des récits de la modernité, de la rationalité et du positivisme mais aussi de l’histoire du colonialisme et des récits nationaux, et qui se trouve aujourd’hui largement re-signifiée par l’intervention de contre-pratiques et de contre-cartographies d’artistes ».</span></span></font></font></font></span></p>

A ce sujet, il nous semble pertinent de revaloriser l’élaboration de cartes « traditionnelles » faites à la main, afin de ne pas alimenter une uniformisation de ces œuvres territoriales que peuvent induire l’utilisation d’outils numériques imposant des signes et symboles « types » utilisés par tous leurs utilisateurs et automatisant leur manière de penser la sémiotique cartographique. Imaginer et élaborer de nouveaux signes pour représenter les informations d’un territoire peut ainsi contribuer à enrichir potentiellement la perception (et donc l’interprétation) que les utilisateurs de ces cartes en ont, et par conséquent débrider le champ de la pensée, du rêve et de l’action.</span></span></font></font></font></span></p>

<p align="justify" class="western"><span style="line-height:150%"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">La cartographie expérimentale nous semble cependant insuffisante pour supporter un réel processus d’intelligence territoriale centrée sur la régénération des territoires pour l’émancipation des communautés locales et l’évolution pérenne de ces systèmes. La carte est un objet qui a ses limites ; ainsi, comme le souligne la cartographe Anne Bailly (2021), « La carte, aussi moderne soit-elle dans son expression, demeure, sur papier, et en deux dimensions, un outil statique mal approprié pour traduire la diversité et la dynamique de propositions et d’actions contenues et sous-jacentes pour l’aménagement du territoire […]. »</span></span></font></font></font></span></p>

<p align="justify" class="western"><span style="line-height:150%"><font face="Arial, serif"><font style="font-size:11pt"><font size="2"><span style="font-style:normal"><span style="font-weight:normal">La carte constitue donc avant tout un outil pour supporter la réflexion et l’analyse, et d’autres stratégies de mise en forme (graphisme) doivent selon nous être identifiées et intégrées dans un dispositif et un processus d’intelligence territoriale pour rendre celui-ci le plus efficace et efficient possible. Le « graphisme de l’information » (Meirelles, 2014, p.11) nous semble ainsi une discipline riche à creuser pour débrider les capacités de communautés locales à gérer de manière efficace et efficiente leurs informations en vue de supporter leur analyse et leur action dans la complexité. </span></span></font></font></font></span></p>
