<span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">Le passage à l’échelle fulgurant de l’outil développé par OpenAI a posé l’IA générative au-devant de la scène créant une ruée vers la discipline. Si à l’échelle mondiale, les Etats-Unis, avec la Silicon Valley, occupent une place de premier rang sur ce sujet, le cas de l’Europe est, lui, bien plus complexe sur la dimension technopolitique. Dans cette situation, la French Tech, label créé par le gouvernement français en novembre 2013, se trouve au milieu d’injonctions contradictoires. Le premier réseau entrepreneurial d’innovation technologique né et dirigé par un gouvernement est pris entre une ambition de concurrencer les géants de la tech et la dynamique de régulation européenne.</span></p>

<p><strong><span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">Problématique</span></strong><br />
<span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">La (ré)ouverture du débat public sur la discipline septuagénaire qu’est l’IA est l’occasion de questionner de nombreux enjeux sociétaux, comme les perspectives sur l’impact environnemental (Pachot, 2023), l’organisation du travail (Zouinar, 2020), ou même la relation entre religion et technologies (Rocquigny, 2023). Il semble que parmi ces réflexions, notre rapport même à l’innovation doit, lui aussi, être questionné. Cette proposition se concentre sur les écosystèmes d’innovation entrepreneuriaux (Laperche, 2020) composés par la French Tech à l’échelle nationale et expose cette question : quelle est la posture du réseau d’innovation technologique gouvernemental sur la scène technopolitique mondiale face aux monopoles des Big Tech ?</span></p>

<p><strong><span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">Intérêt</span></strong><br />
<span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">L’idée de situer le terrain de recherche à l’échelle de la French Tech permet de saisir la complexité des enjeux technopolitiques européens face aux monopoles de la Tech. Il est aussi l’occasion d’entamer une analyse de ce label, dix ans après sa création, et de proposer, sous une approche SIC, une observation à échelle nationale des réalités des startups françaises face à l’IA. En ce sens, cette proposition repose à la fois sur l’analyse des discours accompagnant les développements des IA (axe 2), mais également sur une approche sociologique des acteurs des IA génératives (axe 4).</span></p>

<span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">Dans la démocratisation des Intelligences Artificielles, nous observons des enjeux de monopoles (Mhalla, 2024) à différentes échelles. L’idée que le premier à développer son innovation technologique prendra le dessus sur l’autre pose une forme d’injonction technosolutioniste (Davat A, 2023). Si cette compétition est bien à échelle mondiale, n’en reste que la situation en Europe est différente de celle des Etats-Unis. Alors que l’IA se trouve plus que jamais au cœur de l’innovation technologique, l’Union Européenne tente de réagir à travers une politique de régulation inscrite dans l’</span><a href="https://digital-strategy.ec.europa.eu/fr/policies/european-approach-artificial-intelligence" style=""><u><span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(17, 85, 204); background-color: transparent; font-variant: normal; text-decoration-skip-ink: none; vertical-align: baseline; white-space: pre-wrap;">IA Act</span></u></a><span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">, ce, malgré <a href="https://www.lesechos.fr/tech-medias/intelligence-artificielle/ai-act-la-french-tech-regrette-un-texte-mauvais-pour-linnovation-en-europe-2073802">le lobbying du gouvernement français</a></span><span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">. Le texte fait suite à plusieurs autres sur l’enjeu de régulation lié aux technologies comme l’ont été la RGPD, qui influence désormais au-delà de l’échelle européenne, mais également les Digital Service Act et Digital Market Act.<br />
La typologie du réseau français, la French Tech, est singulière, puisque issue d’une création gouvernementale, elle n’a pas son pareil en Europe. Sa structuration et sa raison d’être la place souvent entre deux cultures : celle de la Silicon Valley qui lui inspire ses ambitions et dont elle emprunte les terminologies et le sens de la compétition (Sportisse, 2023) avec pour ambition l’émergence de “leaders” français, et l’approche plus politique et régulatrice européenne (Smith, 2021). <br />
L’imaginaire collectif autour de l’innovation technologique et de l’entrepreneuriat est bercé par la narration construite et héritée de la Silicon Valley, projetant une héroïsation de l’entrepreneur (Galluzo, 2023). Une narration occultant souvent le rôle et l’action de l’Etat dans l’émergence de l’innovation. Dans ce contexte, nous nous intéresserons aux mécaniques communicationnelles déployées par l’Etat français à travers la French Tech. Il nous intéressera de comprendre également les récentes dynamiques de partenariats entre startups françaises en IA et géants américains, comme celles de Microsoft et Mistral AI, ou encore Amazon et Hugging face. Quel signal, alors, pour la French Tech ? </span></p>

<span style="font-size: 11pt; font-family: Arial, sans-serif; color: rgb(0, 0, 0); background-color: transparent; font-variant: normal; vertical-align: baseline; white-space: pre-wrap;">En lien avec le Laboratoire PREFics, une recherche terrain a commencé depuis 2022 au sein d’une capitale French Tech. L’occasion d’investir de près ce que l’on nomme écosystème d’innovation (composé d’institutions territoriales et académiques, d’accélérateurs, d’incubateurs, de labels et autres réseaux entrepreneuriaux), leur organisation, et d’analyser ce qui est perçu et valorisé comme innovant dans ces milieux et à travers des labels comme celui de la French Tech.<br />
Le choix de la recherche de terrain émane d’une volonté d’interaction avec l’objet d’étude tout en observant ses pratiques. Cette posture permet d’enrichir une analyse ethnologique de la situation actuelle entre les différents acteurs de l’innovation : Mission French Tech, entrepreneurs, pouvoirs publics. La méthodologie de la recherche de terrain ou de la « familiarité distante » (Devereux, 1980) s’est ainsi installée progressivement pour nourrir ces travaux. <br />
Dans un premier temps, il s’agira de revenir sur le contexte de création de ce label French Tech et d’analyser comment celui-ci est progressivement devenu un réseau. Il sera également essentiel de revenir sur certaines terminologies afin de les situer dans un cadre théorique, comme le concept « d’écosystème d’innovation et d’entrepreneuriat » (Cabanes ; Denis-Remy, 2023) et celui de startup (Quijoux ; Saint-Martin, 2020).
