L&rsquo;ouverture doit se faire de mani&egrave;re constante, et sans qu&rsquo;une catastrophe mondiale en soit l&rsquo;origine. En effet, la p&eacute;riode de confinement devait traduire une intention d&rsquo;intensifier la participation des Etats et des communaut&eacute;s pour ouvrir la recherche, mais ne devait pas se reposer sur celle-ci pour justifier la non-ouverture en dehors des crises (Maurel, 2020). Pendant que les fronti&egrave;res des villes se fermaient, la science s&rsquo;ouvrait de plus en plus (Xu, 2020). S&rsquo;ouvrir au monde, c&rsquo;est s&rsquo;ouvrir aux personnes (David, 2020). Dans un article publi&eacute; dans <i>Le Monde</i>, Marin Dacos soulignait l&rsquo;effort et les avanc&eacute;es mais cela reste insuffisant au regard des besoins (Bonneau, 2020). Dans un entretien avec News Tank publi&eacute; le 07 avril 2020, il avait &eacute;galement d&eacute;clar&eacute; que cette crise &eacute;tait dans un sens un test &laquo;&nbsp;grandeur nature&nbsp;&raquo; pour le Plan National de la Science Ouverte (PNSO).
